Edmonton police chief Rod Knecht is defending the promotion of an officer with a criminal and disciplinary record.

Mike Wasylyshen (seen here in the picture to the left) has been promoted from constable to sergeant, in spite of the fact he was found guilty of excessive force in 2012, for an incident that took place in 2002.

Wasylyshen was suspended for 120 hours without pay for tasering a 16-year-old boy eight times in just over a minute, while the suspect was passed out in the back of a suspected stolen car.

But Knecht says Wasylyshen has now been promoted because he appears to be a changed man.
